[prism-updates] PRISM 1991-2020 normals now available

list, which provides news about PRISM weather and climate data. Below is 
important information on PRISM data updates and alerts.

=== 1991-2020 Normals ===

We are pleased to announce the release of updated PRISM 1991-2020 
gridded normals datasets for the conterminous United States. Elements 
include precipitation; minimum, maximum, and mean temperature; mean dew 
point; and minimum and maximum vapor pressure deficit.

Several solar radiation elements have been added for the first time, and 
include global shortwave radiation on a horizontal surface, global 
shortwave radiation on a sloped ground surface, clear sky global 
shortwave radiation, and effective cloud transmittance.

The new normals are available at 800m and 4km grid resolutions. They can 
be viewed and downloaded from https://prism.oregonstate.edu/normals and 
are also available via FTP and web services 
(https://prism.oregonstate.edu/downloads). Detailed dataset information 
is available in our updated datasets document 
(https://prism.oregonstate.edu/documents/PRISM_datasets.pdf).
